Remember 2 lb/ac of actual Boron is 1 ppm, so .25 lb/ac is only .12 ppm, nothing, if you want to see something at least put 2 lb/ac, what is your soil analysis value? up to a soil value of 3 ppm is not toxic, if your target is between 2 and 2.5 you are safe.

Also consider that if the soil was dry when sample was taken, boron value could be masked and with a little moisture have a normal value.
