No it certainly doesn't.  You can go many years without water coming out of a patterned tiled field, but a wet patch that is tiled will have water coming out almost every year.  Pattern tilling would have paid off well in 2011 when we got 15" of rain in only 4 months, but that only happens once every 50 years or so.
