NE ND | Yes you are correct. 199a replaced 199. I'm not sure what you mean by "pushed the limits" but I can assure you that they were well within the laws. They simply passed-through deductions they were not able to take full advantage of to their members, which is exactly what it was designed to do. I would like to personally thank Hoeven and Thune for pushing to protect this deduction. It has turned out to be more of a mess than intended yes, but in the end it will all work out just fine.
