Grassley put out a memo addressing what really happened. It's an interesting read. He says they placed a better that Icahn and trump administration would cap price of rins so they sold their holdings above perceived cap. When cap didn't come they had to buy rinsing back considerably higher than they sold.

This is how I understood the memo.
