It could be done as it is just a PWM motor and encoder. The only issue I can see is that the JDRC 2000 won't let you control it in seed/ac but instead only lbs/ac since it is for dry control mainly. If you're fine with that then it should be no problem configuring it to control any pwm motor really, as long as there is an encoder for feedback, that is all the system needs in a dry setup. If you want any kind of population monitor you'd have to come up with a separate system outside the JDRC 2000.
