No, if it already has rowcommand then you don't need a rate controller. In your case the rate controller was exclusively for controlling the liquid fertilizer side of things.

A rate controller can be configured to control planter widths like described above, but can only do one task at a time, i.e. would need one controller to control the planter and another to control the fertilizer.
