We use market driven cover cropping already. We are using it to make nutrients more available, keep fields cleaner without to many outside inputs, etc. We have lots to learn, but are convinced already that over the long term (10 years+), we will be better off financially as well.
A big dis-incentive to long term practices is government-subsidized crop insurance and short-term viewpoints in the land-rental game. (These two are related)

Kinda funny, if you sit back and look at long term issues around the globe, and in the USA especially, the two biggest kicks seem to be driven by insurance and rental.
With rental a person loses a sense of responsibility and a sense of control. Whether it's a car or a home or a farm, if you rent it you just don't have the same care for it. "Who cares, it's not mine."
And insurance removes a person from having skin in the game. You pawn off some responsibility and some risk, and are removed from your actions. Whether health, auto, or business insurance, it erodes the control and concern a person has in society. "Who cares, its insured."
Both are tools and have value, but it seems the more we get of both, the poorer our society and sense of community is.
A far bigger topic than you wanted to start. :)
