In its most general sense, a fair use is any copying of copyrighted material done for a limited and “transformative” purpose, such as to comment upon, criticize, or parody a copyrighted work. Such uses can be done without permission from the copyright owner
so, you need to offer a commentary upon what you are sharing, which is obviously why you are sharing it. Even if you comments were limited to something like, "this looks like how things are being done in congress", or similar
if you are sharing a very short portion, like 6 or 7 seconds, there really isn't anything anyone can say to you about copyright, short clips like that are well protected under fair use
