I though 13 was the minimum age to drive on public highways but I am not sure. Skills for steering a tractor are not the only thing that has to be learned. Understanding weight transfer at least on a basic level and stopping distances plus power transfer are not as easy to teach. A lot of time is needed and a lot different now with 200 hp vs. 30hp. in days of old.
