Yes the wind makes a huge difference. I ran new years eve morning. Started at 6 am with air temps around -5 but not much wind. I wore normal shoes with heavy socks, running shorts with Nike thermal dri fit pants (89% polyester 11% spandex) , light weight dri fit long sleeve top with a medium weight long sleeve top over top and a wind breaker as outer layer. A polartec skull cap and heavy but breathable gloves. After a couple of miles I unzipped the wind breaker due to heating up and took the skull cap off. The only thing that got cold was my feet as I should have worn 2 pairs of socks. I will heat up after a couple of miles so it is a matter of not sweating much more so than being to cold. If you have a choice run into the wind to start out. If you have the wind at your back you may heat up and sweat and than get to cold running back into the wind.

edit to say wear a wicking material closest to your body. That helps to get any sweat away from your body.
