If it is heavy ground, disk twice with a heavy offset, then chisel plow, then disk 1x or 2x to cut up lumps, then work it with a field cultivator as many times as it takes to smooth out, light ground will work up with fewer passes.  You may need to hit some spots with a pull type grader blade (like a Hy-Grade) or a scraper if there are old washouts, disk ridges, one way ridges, or spots where dirt blew up on old fencelines or strip borders.  1 in 50 chance it will turn into a swampy mess.  1 in 5 chance it will be too dry to germinate seed.  You might be able to start now, I don't think there is much frost, but if it is at all possible, try to notill it the first year then smooth it next fall, or just fallow it next year and start working it after spring seeding so you don't end up rushing through it.  Don't sacrifice timely planting of your other fields because you are messing with the CRP.
