Just out of curiosity I perused the label of one of the generics. Specifically they don't address fall application on stalks that I could find in a few minutes. They do say you can feed silage, etc 60 days after application during the growing season. Move over to the wheat part of the label it does have an after harvest section. It says no crop planted for 10 months and no grazing or harvesting of residue. I suspect that's your answer. Bigger question is would you go out and feed on the residue after spraying a herbicide in fall? I know I wouldn't - we are not cattle of course but my gut reaction is yuck.
