400 feet is higher than you'd think and in the US I don't think it's a 'legal limit' so much as a safety guide anyway.
There is another less defined guide that property owners for privacy reasons can lay some claim to 50 feet above their property
At about 200 feet noise will be minimal and you'd still get decent picture.
