The app does show how many times they have been charged however not sure if everything will transfer over to a new owner.
I'd guess it probably will show correctly because the batteries are 'smart' and will store such information themselves.
I would expect at least 200 cycles or a couple of years regular use, using them is probably better than not using them especially if they have been left over-discharged or usually full - they like to be at about 50% if stored.
