Any organization as it ages gets to the point it becomes an entity that does what it can to perpetuate itself. Particularly if there are elements that their living is dependent on the organization, but even organizations that have no paid proponents. That is why once a government agency is created it never goes away, even if the reason it was created has long past ceased to exist. Organizations dig in and find a reason to make themselves relevant and "needed" to perpetuate their existence. Be it a church organization, a farm organization or a government organization. The leaders and people in power will find reasons to perpetuate an organization even when the need is past or no longer relevant.

That is why as countries age they become bloated with government oversight. New legislatures create new organizations but none ever go away. Authorities overlap and there is competition between that keeps them vying for power. The cost of government (as a percentage of production) goes up and never comes down. It just keeps eating a bigger and bigger hole in the productive part of society till the parasite kills the host.

Governments are a necessary evil, but left unchecked they eventually lead the nation to ruin. Even those created with the best of intentions.
