Yes, things you have entered via Enter Bills should show up in the Pay Bills window.

If they don't are you sure they were entered in Enter Bills?  You should be able to find your original entries:   open the Enter Bills window, then type Ctrl-R (in QuickBooks desktop) to open a Register window for Accounts Payable. All the bills you entered are listed there, so you should be able to scroll through the list of bills to see if what you think you entered as a bill is actually there.
