I would use a harrow. Field cultvator will put it to deep. Do you have good luck seed in the fall? I tried it couple times and it didn't work.
Try dormant seeding it late fall early winter before ground freezes. Here we have done some like Nov 1 and it came up great the next spring. Seeded with no till drill
