Thanks.  I'm getting it back tomorrow so I'll try some of these.

There is one site for a library, you log in on the next page, then on the next page pick the library you want, then on the the next page look at books you want to get.  So in that instance it works to a point.  I had him go to https://www.speakeasy.net/speedtest/ and it only partially loaded.  I had him press F5 to reload and then it loaded completely. 

Other sites would partially load and then just set there.
