It looks like the first plot encompassed the interval between 5:20 in the afternoon of 7/20 thru to 5:13 AM this morning. The second starts at 2:15 yesterday afternoon and ends at 4:55 AM this morning. It implies that most of the rain fell in 18 min period after 4:55 AM this morning or you've discovered once again the unreliability of radar rain measurements.
As for why the legend changes, I wouldn't be surprised if it wasn't a function of the computer program to calculate a legend to fit the scale of observations each time a map is produced.
As for how much rain really fell, if you live southeast of Ottumwa or in Pontiac, you can just check the puddles.
