We had this issue with our new house. The prior owners did a very nice job of hiding the pee stains and concealing the smell when they sold it. Once they left, the stench was unbearable.
I'd go straight to Zinnser BIN primer. It's shellac based and knocked out the smell in our house. It's not cheap, but it will get the job done. I wouldn't use just any off the rack primer.
