I know one large chemical company that wanted engineers fresh from college so they didn't come with preconceived ideas on how to do things.

Sounds like a politically playable excuse for a company that's willing to settle for inexperience in order to cut labor costs. Preconceived ideas are readily let go of, but years of experience is never gained in less than years. I won't discount the value of a degree, but it doesn't teach you to do the job, it just provides the foundation that experience builds upon.
