You can, but what happens when the water pipe has to be cut or breaks? Then you have an electrified piece of pipe that no one would suspect. As Paul said, it should have a 3 wire to it. A hot, neutral, and ground. The black (hot) to the brass screw, the neutral (white) to the silver screw and the green/bare (ground) to the green screw. If there is no ground put in a GFCI in place of the outlet, even without a ground it will work, however the test button will not work since there is no ground for it to reference to.
