Easiest way to get the bolts spaced properly is to make a template of plywood that matches the foot of your bin.  Drill the holes to match and when you place the steel, slip the plywood over the bolts and nail the plywood to the edge of the form.  That will keep things in place when you pour the concrete.  Wrap some tape over the threads to keep them clean.
