As far as I know, a manufacturer can set MSRP, and tell dealers they can't go above it, but they can't tell them they can't go below(anti-trust).
As a dealership parts manager I deal with well over a dozen manufacturers and wholesalers. None dictate the price at which I sell parts, above or below MSRP.
