It depends on what you mean by flat rate. If by flat rate, you mean the flow doesn't change so that if you speed up, the applied rate decreases, there are various possibilities. Either the system is set in MANual or it is not able to change the rate due to some other factors. If the applied rate is remaining constant when you speed up or slow down, then the system is working properly.

First I would put the Rate 1/Rate 2/MAN switch in Manual and attempt to change the flow manually by using the INC/DEC switch. The outcome of that test should dictate what to investigate next.

1) If you cannot change the rate in Manual, then the system will not have a chance of working properly in Rate 1 or Rate 2. This could be due to a problem with the plumbing, the pump, the tips etc. There may also be a problem with the control valve.

2) If you can change the rate in Manual, then try Rate 1 or Rate 2 again. Check for the Area/Hour and the Vol/Min as these will often offer a direction to investigate.
