Is it normal for the operator to have the ability to turn the steering wheel freely when the steering system is engaged?

We have a CaseIH 9380.  When autosteer is engaged, we feel slight resistance that prevents us from turning the steering wheel until the steering system disengages.  With this tractor, if we had manual override set high enough, we wouldn't be able to disengage the steering system by turning the steering wheel.

This is not the case with our 7140.  It doesn't matter how high we set manual override, we can turn the steering wheel when autosteer is engaged.
