Do you have the tip screens in the nozzle bodies? If you do, take them out as they are most likely plugged. Clean all other screens. Not being able to reach target rate is usually caused by plugged screens.

Switching the armrest from auto to manual does nothing for the rate, all it controls is the pressure. The rate is controlled by the Aim Command master module controlling the pulsing of the solenoids.

First thing I would do is get the software updated. Latest version of 30 and 9.20 in the nav has better steering and spray control.

One thing you could try is to go to the toolbox>control and switch it from Aim Command to PWM and then back again to Aim Command. Doing that sends the configuration back to the rate control module.
