It could be a problem with dirt in the clutch assembly itself but that doesn't explain why you were able to keep planting after draining the system. Another possibility is that the solenoid in the control box has failed and is leaking air to the clutch when it shouldn't be. The clutches should have air pressure when the are not planting. When they should be planting there should be no air pressure.

If it is dirt, the clutch are assembled so that you can pull them completely apart. I have also had good luck with removing just the air cylinder that threads into the clutch an tapping on the clutch assembly until the dirt falls out of the threaded hole for the air cylinder. That is with meter mount clutches that I can easily remove from the planter through. I'm not sure how the one on your case planter mount.
