Propane won't burn without oxygen.
Option #1. The tank was at atmospheric pressure and contained an ideal mix of propane and air. I don't think the resulting flare could even be considered an explosion.
Option #2. The tank was overfilled or had a weak weld. Something, whether an outside heat source or an impact, ruptured the tank, and the result was a fireball.
