Two things. Pump setup and hydraulic plumbing.
You did not state the make and model of the hydraulic pump. Ace or Hypro?
When running either Ace or Hypro hydraulic pumps with a Closed Center PC tractor as your Deere 4650 is.

Note: I am more familiar with Ace than Hypro. So I looked at at Hypro online OM, but pretty much the same operation as Ace.

First - Metering Orifice
Ace has a orifice for different hydraulic motors. Hypro wants you to chose which is best for your system.

Second - Both brands, as far as I can tell. On the side of the hydraulic motor is a set screw with locking jamnut. This is the Bypass adjustment. For closed center PC, this set screw needs to be fully in and locked.
Note: With the last year rebuild, this bypass could have been opened and not closed back up. Check it out.
If open, you are pumping a lot of oil that is doing nothing - but get hot.

Also your low sprayer pressure problem could be cause by this bypass being open some. Oil going thru the bypass vs the hydraulic motor.

Third - Your return is wrong. Your shop tech is mis-informed.
As at least one other poster stated returning the oil to the reservoir will not run the oil thru the cooler.
Return the oil to the SCV. You can use that port on the side of the SCV.
