Subject: Deer damage lawsuit against the state?

Deer damage has escalated to possibly the worst I have ever seen in the main county we farm in. We have 200 plus acres of corn and cotton grazed off by deer and many more acres affected. The state of Texas claims ownership of the deer and charges us to obtain a license to shoot them in season and a permit to shoot out of season, with insane stipulations. Is there any grounds to file a leagal complaint with the state? Or is the farm screwed as always in this situation?

This is not the first year but the worst. Deer have caused millions is crop damages and added expense in the last 15 years in this area.
