By label....yes. 1oz is the labeled pre-plant/emerge rate. But cool wet conditions can create issues with most any PPO herbicide applied pre-emerge. Most likely, you will be fine, but there is always a risk. In my observations, your scenario is safer than all the products with Sulfentrazone. That being said, I've run a 20 oz rate of Broadaxe (Sulfentrazone&Dual) pre this year with very few issues even after mega rain and cool conditions. You can see a little burn on the cotyledons, but that's it.
