As JohnW already mentioned location is necessary to recommend a tree. Trees are rated for geographic growing zones just like corn and soybeans.
"Here" the best arborvitae to be used as a windbreak is the Green Giant. I've planted dozens of Green Giants as a windbreak and these trees have good roots and have grown rapidly. They are very nice to work and mow around, soft to the touch and smell great. They keep perfect shape and shed heavy snow well. The only negative I can think of with Green Giants is foliage burn from really cold windy winters. The trees always grow out of it here.
They are available at many garden centers or you can buy them online if they fit your grow zone.
