NW Washington | Sure you can move them. Let the bulbs stay in the ground until the foliage starts to wither and you should cut off the flowers when they first fade to keep them from trying to make seed.
Various bulbs are different, but you usually can pull off the small young bulbs that are starting to grow. The little ones will grow but may not flower. Daffodils tend to stay green for a long time, but tulips fade fast. Dig them up divide and replant and you should be good to go.
