Imbibitional Chilling is what you are talking about here. Basically, when the ground is cold, therefore making the water in the soil cold, the seed takes up the cold water and as a result has the possibility of rupturing shoot cell membranes which result in poor stands. Keep in mind this can also happen when the air temp is fluctuating often and you could see a corkscrew like seedling that is caused from going up to the warm air and then coming back down due to the cold air temps and repeating. Issues can arise from not emerging, low emergence, and even emerging plants that just don't produce much. Around here we like to see ground temps at 50F and trending upwards with the next day or two looking fairly warm with little rain chances.
