Since the accident was reported at 8:20pm and sunset is at around 8:10 in that part of Iowa it is reasonable to assume it happen before or right at sunset. If Iowa law is the same as NY that you gave a link for the only legal requirement for the tractor is the SMV sign from 1/2 hour before sunrise to 1/2 hour after sunset. This accident looks to be totally on Chris shoulders.
