My Mom occasionally ties messages to those things and sets them free. A buffalo preserve that gives tours up by Garden City KS replied back to her and gave her a couple of tickets for a tour years ago. For that reason I'll always stop and check any of those balloons I see in the field. It's surprising how often you see them around. I'll see 2 or 3 every year but have never been lucky enough to find any personal info on them.
