Its often forgoten how much N is present in the soil. So if you broadcast N and it is tied up breaking down previous stover the stored N will feed the plant instead of breaking down the stover. Now, how much is tied up and the efficiency of it all in different programs is tough to judge. I can say that I have grown 170 bushel corn on sand and gravel with a total of 155 lbs of actual N applied and no-till. Some broadcast, some 2x2, some sidedressed. That seems pretty efficient. Have also grown 220 bushel corn on 155 lbs N but it was on muck. Alot more stored N in that black soil.
