Make sure your two circuits are isolated from a source (open the breaker, remove the fuse, ect). Check them both for voltage just to be sure. Turn off all loads on the circuits, then test the hot legs for continuity to neutral (ground) you shouldn’t find any. Now add a load to a circuit by turning on a light, plug in a lamp, ect. You should be able to determine which circuit now has a load because it should now have continuity to neutral. The other circuit with no loads should still show open circuit.
