Subject: Field iq I cannot get to control a PWM valve.

I'm running a 2050 with field iq. Running thru the fm1000 ap. Previous years I've been running section control and rate control with Rawson drive. This year I decided to control the liquid starter as well. Instead of running a constant speed and pressure. I got a generic pwm valve, a raven flow meter and added another module. Rate and section control module. I get flow readings so flow meter is working. But cannot get it to control hydraulic flow at all. If I unplug the pwm valve it shuts flow off completely so I feel I have it wired correctly. It will not do an auto tune. says rate is above target verify setup on valve calibration screen perform a valve calibration inspect feedback sensor for damage.
I set the proportional gain at 100 minimum response at 30 allowable error at 1% and tried to run it. I have gone into the advanced parameter and tried changing things to see if I could get any response nothing. All setting under thete has gone back to the defualts.
The valve is plumbed up with the exhaust port closed.
Any ideas?
