Western-Central Lower Michigan | Dell Optiplex (business grade) calls their Full Sized tower a "mini tower", dont know about the rest.
See if you can find a machine with Win 10 on it. Win 7 is going to be the next Vista in a couple years.
Good for you, picking an I5 with a good amount of ram. Remember its fairly easy to upgrade ram.
I dont get all wrapped up in hard drives bigger than 250GIG. Ive got more than my share of "stuff" in Documents. Room to spare.
You can always install a second hard drive for storage (internal or usb).
I think its far better to have documents/files on TWO hard drives. ALL hard drives will fail, some sooner. Just plan for it.
