I wouldn't want to rely on others to control fires, same as I wouldn't want to be responsible for burning others homes down if I were in an apartment building.  I had a fire the other day cooking lunch.  Paper towel on the plate caught the flame off the stove as I was getting my lunch out of the pan.  It slid off the plate when I walked over to get the food out.  Put the fire out in the sink, it went up quick.
