Most will carry on as they please and not be in the slightest trouble unless something disastrous did actually happen. You have to wonder why they hit on some of the arbitrary limits like 90m instead of 100m (because we want seem just that bit more strict...?!) Then an extra special distance clear around airports. If a jet is below 90m 6 miles from landing it ain't going to make it anyway.
The astonishing list of near misses is now 'established fact' and can be quoted to wave through stricter rules. If you actually read through the miss-list the vast majority are not small drones and not near misses either. When you already decided that drones must be somehow bad and dangerous, and draconian control must be imposed, actual facts don't much come into it.
