Subject: Reporting Acres to the FSA

I have been searching for rules/regulations for reporting acres to the FSA and realized our government sucks at documentation. Does anyone have a link to the guidelines? In-Depth guidelines..

1. First question is if a test plot (say less than 5 acres) is planted, does it need reported? Not using the grain off of it like other fields. What are the penalties if you don't report it and they come back three years later saying that you should? It would not be insured.
2. Is there a minimum size of field that requires it to be reported?
3. What are the penalties for not reporting 100% of your acres? Say a grower forgets a field by accident?

The only reason I ask is because the paper/pencil methods of reporting anything to our "outdated" government makes it so easy to accidentally make a mistake.

Let alone find this information on the web.....
