I've been planting corn into winter rye for about 5 years and I'm in NE Iowa. I always plan on killing it 2 weeks ahead of planting but I think I have planted into living green rye 4 out of 5 years. A couple years it was so wet in April by the time it was dry enough to spray it was only a couple days from planting so I waited and sprayed off the back of the planter. One year it was so cold early that there wasn't much growth by late April that I let it go. Last year I used winter wheat instead of winter rye so it greened up slower so I again let it live until planting. I definitely wouldn't kill it until at least 12" of growth. If that is a couple weeks ahead of planting then spray but if not go ahead and plant into it green. I like to plant last week of April and planting into 20" living rye has not been a problem.
