I have no experience with NE and hope not to get any, but the way I read the citation I copied into the post above, I do not think they can get away with the front + rear + gross ticket set you stated.

"2) No person shall be guilty of multiple offenses when the violations (a) involve the excess weight of an axle or a group of axles and the excess weight of the gross load of a single vehicle "

I think they might or might not be able to stick the front tandem plus rear tandem, but it sure looks to me like it specifically prohibits putting either one or both of those with a ticket for over gross.
