It all depends on what built-in editor you use when posting comments.
You can change from "Basic" to "HTML" while typing, using the link at the bottom left of your post, or you can also set the default editor in your Control Panel.
Links work fine with both editors, they're only different in the way you enter them and the way they show up.

Basic editor:
Just paste the "http://..." link where you want it to appear, usually on a separate line.
You don't have to do anything else, this text will be transformed to an active hyperlink once you click Submit.

HTML editor:
If you just paste the link, it will appear just as text, not as an active hyperlink.
To turn it into an hyperlink, you need to select that text again, then click on the "Insert/edit link" button in the HTML editor toolbar, and paste the link again in the "Link URL" field. This is because HTML, the language of the web, allows you to distinguish the readable text from the active hyperlink.
For instance, instead of writing "Read this article: " followed by the link, people can now write "Read this article.", where the word "article" itself would have a link pointing to a web page, using its URL address (another HTML standard) in the form "http://..." This makes for a more concise text that flows more naturally because it is not interrupted by hyperlinks appearing as separate text.

I use mostly the basic editor, but eventually, what the user sees is all HTML, because that's what the Internet is built of (mostly).
