I've seen this here in Western Canada as well, usually on a perfectly clear summer day with little measurable winds. Often wondered about it too, just assumed it was a course correction but always looks weird. Plus the aircraft always winds up headed in a different direction than it first appeared so definitely not wind currents aloft moving the contrail.
