This is about breaking up ISP monopolies by allowing competition. It's for expanding infrastructure which we've paid for and they never provided. Thank goodness the government is going to get involved so this will be all better!  After all, they're only here to help us!  Hope you don't drown in your Kool-Aid 'cause you must be swimming in it.
