Those little Century brand,venturi type propane carbs only start well at slow idle. If the carb is partially or fully open,it will be hard or impossible to cold start. It is also almost certain that the barrel valve is out of adjustment,which makes for poor idle quality and hard starting. To adjust the valve,loosen the lock nuts on the center tube of the linkage between the little crank arms on the carb. The ends of the linkage have right hand threads on one end and left hand on the other. rotating the center tube one direction lengthens the linkage,the other direction shortens it. With the engine running at slow idle adjust the linkage for best idle,then tighten the lock nuts. Remember,one is right hand thread,the other is left hand thread.
Also that heavy spring that runs from a carb linkage arm to the alternator area appears to be non stock. This may be why your governor linkage is sticky and stiff.
It also may start easier when cold if you press the primer button in the center of the vaporizer/regulator cover for a few seconds. Pressing that button opens the secondary stage of the regulator which feeds a bit of propane to the carb under pressure.
The primer button has a 12 V solenoid that would activate the primer from a remote dash button,but I don't see any wires attached to it. Just one of those wiring problems you need to address.
